PLANNING and ZONING BOARD OF APPEALS
June 11, 2003 – Regular Meeting held on Wednesday at 5:15 P.M.

Chairperson Mitchell called the meeting to order at 5:15 PM on site at Talbot’s - 66 Monroe Avenue, Pittsford, NY.

ZONING BOARD

Present: Robert Barkstrom
Purpose: The purpose of this meeting was to look at a mock-up of the proposed freestanding monument sign that has been requested by Talbot’s as part of their variance application submitted to the May 27th meeting.
Discussion: Mr. Barkstrom said that the sign would be placed perpendicular to Monroe Avenue. Shrubs will be removed and new ones replaced along the railroad tracks.

Board members had an issue with the visual volume of the sign and agreed that it looked too massive and too high. It was suggested that the sign could be open on both sides, could be placed between pillars or could be combined with a planter. Further suggestions included shortening the sign to six feet high from the proposed 7’7” and shortening the width to about eight feet wide from the proposed 12’ wide.

Board members viewed the mock sign from all angles to attempt to determine the safety of the sign as it relates to vehicular traffic. They concluded that a smaller sign with some open space placed in the correct location would be safer than this larger sign.

Members walked around the Talbot’s building to see first hand where the other requested signs would be placed. Member Lanphear stated that too many signs were being requested and that they were not all necessary. Mr. Barkstrom replied that on the west elevation, the proposal is to have one sign instead of three. On the south elevation, they are proposing one awning instead of two. The awning will have the Talbot’s logo. The existing “Petites” sign will be removed and replaced with two awnings. Building Inspector Bailey reminded the board that Talbot’s is permitted by Code to have four square feet of signage at every entrance.

The Public Hearing will continue at the next regular meeting of the Planning and Zoning Board, which will be held on June 23, 2003.

There being no further business, Chairperson Mitchell adjourned the meeting at 5:50 PM
