PLANNING and ZONING BOARD OF APPEALS
Special Meeting - December 3, 2001 at 5:30 PM

Chairperson Mitchell called the meeting to order at 5:40 PM.

  1. SEQR Review for the Comprehensive Plan

    A. Lead Agency
    A motion was made by Chairperson Mitchell, seconded by Member Weniger to accept the resolution of the Board of Trustees to be Lead Agency in the SEQR process for the Comprehensive Plan for the Village of Pittsford.
    Vote: Mitchell - yes, Chamberlin - yes, Danko - yes, Weniger - yes. Motion carried.

    B. Discussion regarding Board recommendations
    As an interested agency, Board members identified some areas in the October Draft Copy of the Comprehensive Plan that they wanted to comment upon. In general, Board members agreed that the content of the plan is good but that reorganization of the plan is needed. Board members also stated that the Plan should be more specific in terms of clarification of the goals, principles and guidelines. Some specific areas of concern for the Planning Board are the proposed intensity of use in the Northwest quadrant of the Village, the proposed addition of 37 new homes and how these issues may change the scale and character of the Village.

    Chairperson Mitchell will draft a letter to the Board of Trustees, which will include basic concerns of the Planning Board. Member Weniger will email his compilation of the collective thoughts of the Board Members to the Clerk for distribution to the Trustees and to the Comprehensive Plan committee.

  2. Possible Zoning Change for R-4
    There was a brief discussion about possibly changing the zoning regulations for the R-4 District. Chairperson Mitchell said use variance criteria should be reviewed and discussed at the December meeting.

ADJOURNMENT
There being no further business, Chairperson Mitchell adjourned the meeting at 6:40 PM.
